Jeffrey D. Specht, a member of the Senior Executive Service, is the Executive Director, Air Force Office of Special Investigations, Marine Corps Base Quantico, Va. He serves as the Deputy to the AFOSI Commander and oversees the headquarters staff, field operations, and the AFOSI Special Investigations Career Program. He is also responsible for executive level policy coordination, liaison, and representation to national and international organizations. Additionally, he is the Functional Manager for the criminal investigations career field.

Mr. Specht hails from the suburbs of Chicago. He obtained his undergraduate and graduate degrees from the University of Alabama, the latter of which included a four-month internship with the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Birmingham Field Office. In April 1995, Mr. Specht was hired as an AFOSI special agent via the Air Force Palace Acquire Program. Mr. Specht's AFOSI career spans two field agent assignments, two HQ AFOSI staff positions, an Air Staff position, two detachment leadership assignments, and leadership of AFOSI's training academy.

Prior to his appointment to the Senior Executive Service, Mr. Specht was detailed to the National Reconnaissance Office as Assistant Director for Counterintelligence and Special Programs. He led liaison and coordination among senior leaders of the Department of Defense, the Intelligence Community, federal investigative agencies, and NRO industry partners to identify and neutralize trusted insider and foreign intelligence threats impacting NRO personnel and technologies. Mr. Specht also served as a senior NRO advisor for US Air Force and Department of Defense Special Access Programs to ensure security and counterintelligence consistency, support, and reciprocity across all NRO programs and activities.
