AFOSI salutes retiring sheriff

Col. Terry Bullard, Air Force Office of Special Investigations Region 2 Commander, joined OSI Special Agent Jon Waterlander, Detachment 221 Commander (not pictured) in thanking Sheriff Rick Layher. On Jan. 6, 2017, Sheriff Layher will end a 40-year law enforcement career with the Elmore County Sheriff's Department, where he has been a long-time friend to Det. 221 at Mountain Home Air Force Base, Idaho. Sheriff Layher entered the department on Dec. 2, 1976 after separating from the Air Force at the base. As a deputy sheriff and elected sheriff, he worked with AFOSI extensively involving numerous investigations and operations and assisted countless agents of Det 221.
