OSI PF Det. 3 Observes Fraud Awareness Week

Editor’s Note: The Association of Certified Fraud Examiners (ACFE) Fraud Awareness Week enables OSI to bring awareness and education to its Procurement Fraud mission and how OSI’s PF professionals help protect the United States Air Force and United States Space Force.

Mission

OSI Office of Procurement Fraud (PF) Detachment (Det.) 3, located in San Antonio, Texas, is responsible for conducting investigations into allegations of significant procurement fraud involving Department of the Air Force personnel and assets.

Area of Responsibility

PF Det. 3’s AOR includes Texas, New Mexico, Arizona, and Louisiana; an area encompassing more than 500,000 square miles. PF Det. 3 also oversees four other Operating Locations throughout the Southwest United States: Fort Worth and Westlake, Texas, as well as Davis-Monthan and Kirtland Air Forces Bases. 

PF Det. 3 protects a number of major DAF programs and acquisition activities including the Air Force Materiel Command, the Air Force Research Laboratory’s Space Vehicles and Directed Energy Directorates, the Air Force Nuclear Weapons Center, Air Force Global Strike Command, Air Force Civil Engineering Center, the Army and Air Force Exchange Service and several others.

PF Det. 3’s AOR has a $9.8B annual portfolio, plus investigative responsibility over the production of the F-35 Joint Strike Fighter, a weapons program valued at approximately $430B.

On The Case

In 2019, PF Det. 3 concluded an investigation of eight South Korean energy companies which diluted diesel fuel delivered to the U.S. Government. A wide-ranging investigation confirmed the substandard fuel scheme, but also uncovered conspiracy and a host of antitrust violations. To date, more than two dozen individuals have been indicted and the U.S. Government has received over $350M in administrative recoveries, fines and penalties.
