Editor’s Note: The Association of Certified Fraud Examiners (ACFE) Fraud Awareness Week enables OSI to bring awareness and education to its Procurement Fraud mission and how OSI’s PF professionals help protect the United States Air Force and United States Space Force.

Mission

The OSI Office of Procurement Fraud (PF) Detachment (Det.) 2, located on Tinker Air Force Base, Okla., is responsible for conducting investigations into allegations of significant procurement fraud involving Department of the Air Force personnel and assets.

Area of Responsibility

Det. 2’s AOR includes Arkansas, Oklahoma, Kansas, Nebraska, South Dakota, North Dakota, Colorado, Wyoming, Montana, Utah and Idaho. Det. 2 oversees two other Operating Locations, OL-A at Hill AFB, Utah, and OL-B at Buckley AFB, Colo.

Det. 2 protects the missions of the Air Force Sustainment Center, including the Oklahoma City Air Logistics Complex and the Ogden Air Logistics Complex, which combined, perform 67 percent weapon system sustainment and lifecycle management for the Air Force, specifically, frontline fighter aircraft (F-35, F-15, F-16, A-10), tankers (KC-46, KC-135, KC-10) and bombers (B-1, B-2, and B-52).

Det. 2 offices also protect the second largest space-related economy in the United States. Det. 2’s AOR has a $68B annual portfolio of procurement and sustainment acquisitions.

On The Case

In 2018, PF Det. 2 conducted an investigation into falsified maintenance records for privatized base housing facilities on Tinker. The investigation ballooned into a nation-wide inquiry involving all branches of the Department of Defense.

Det. 2 has seen a historic trend of public corruption investigations. These investigations concern government employees taking items of value from a prospective or current vendor to the Air Force, in exchange for favorable treatment or consideration for the vendor.
